Julie Racine, PMHNP-BC, CCS, MHRTC, is the Founder and Executive Director of True Connections Behavioral Health Services, a rural Maine-based practice delivering integrated behavioral-health care across outpatient and community settings. With more than 20 years of experience in psychiatric nursing and advanced-practice leadership, she specializes in treating co-occurring mental-health and substance-use disorders, and is passionate about promoting trauma-informed, person-centered care in underserved regions. 

As a family psychiatric nurse practitioner, Julie has led development of outreach, early-intervention and provider-education initiatives — and brings to the Wellspring Board a deep understanding of rural health-system challenges, workforce development, and the importance of recovery-oriented care networks. She is committed to helping Wellspring fulfill its mission of providing a continuum of care for individuals and families impacted by substance use and co-occurring disorders. 

Outside of her professional work, Julie enjoys reading, lifelong learning and teaching others. She lives in rural Maine, where she values nature’s quiet, strong community ties and the opportunity to mentor the next generation of clinicians.
